UCD90120A用I2C发命令下电

在用这颗UCD90120A时，想采用I2C发命令下电(按次序)，但是目前找不到好的办法。

如果设置为Operation模式，上电时单板起不来(单板无电，无法发命令启动)。
如果设置为Control pin模式，上电能起来，下电时发命令不接受，无法按照下电次序下电。
 
请问：要怎么设置能够保证上下电都能按照次序进行？ (单板只有一个ZYNQ7045(赛灵思1GHz ARM内核的FPGA)控制，没有别的CPU了。)
