Hi Hirotsugu,
The TPS22965 does not have internal current limiting, so if the output is connected to ground while the switch is on this could cause excessive current through the switch. If the maximum current ratings of the device are exceeded this could reduce lifetime and cause failures.
When the switch is turned off, there is an internal quick discharge path from the output to ground. So in this case, the device would be protected if the output were connected to ground.
