TPS2412: Pins C to A leakage current question

I've been reading old forum posts to better understand this part.  I've run across this one that touches on a concern I have.

Question1

It sounds like there is a fair amount of leakage current with these parts and that is potentially ok, but how is this coming about?  In my application I have two 3.3V power rails.  They could both be powered up or be powered up without the other one.  If I have one rail powered up and one rail is completely un-powered what will happen to the un powered one regarding current leakage through the part and the MOSFET?  If power rail #2 is on and power rail #1 is off will the MOSFET still be properly pulled to ground hard enough to prevent current back feeding through it?

In the linked forum post, are they talking about current leaking through the IC or the MOSFET?

what does the TI employee mean by:

"A small load on the front end of ~ 5.11k should be enough to bring to acceptable levels.  Try this with the customer and let me know how it behaves."
