1.They connect DIAG_EN to 3.3V always.In this condition if you have data of "Ioff,diag" max current ,please let us know it ?
2.They don't have pull up resister between DIAG_EN and 3.3V.
Does this cause any problem ?

I checked the row data and the measured current is lower than 1mA.
The DIAG-EN is a logic input and the functionality does not require a pull up resistor. The resistor is only needed for limiting the current into the ESD cell in case of reverse polarity or power power supply disconnect.
