This is more of a debugging question than a design question, since I am using a circuit design that has worked in the past.
During start-up, the RECT pin is measuring peaks in the range of 8-9 volts (the picture below shows a peak of 9.8 due to a +800mV bias on the oscilloscope). But this does not stabilize in order to charge the battery.
This is not addressed in the troubleshooting guide, so I am wondering where to start in fixing this problem.
