Real Time Audio DSP Eval Kit

Hi all.

I am looking for a cost-effective eval/dev kit that will allow me to explore the creation and application of 'guitar effects' (eg. Phaser, Distortion, Pitch Shift and similar processing of the signal) of that provided by a passive guitar pickup (for those interested, a 1972 Telecaster).

"Real time" to me means audio signal latency that is indistinguishable to most human ears.

Because I would like the unit to be battery-operated, low power consumption is also important.
Having 2 ADCs and 2 DACs would also be nice.

I would like to be able to have immediate control of (some of) the parameters that constitute the processing logic (which I will write in C or C++).
I have in mind the idea that adjusting a digital POT would, for example, modify immediately a parameter value as the effect is being applied, such that the audible effect change is immediately noticeable.

And for development:
* a USB powered is desirable, and
* a Linux based toolset is where I am at (no Windows) -> so CCS is where I intend to write and debug my software; and, are there alternatives or tool specializations ?

Could forum members propose (or even evangelize !) some solutions ?
Maybe offer pros/cons ?
Any advice or opinion appreciated.
