I am trying to develop using the starter kit (TMDSSK3358).

I have installed CCS8.3.0.00009_win32 and ti-processor-sdk-rtos-am335x-evm-05.01.00.11-Windows-x86 in Windows 10 environment.
The Starter kit’s Ethernet ports are configured in dual-mac mode.

How can I enable Switch Mode in this environment?

The link ( processors.wiki.ti.com/.../SK_ETH ) you referred to is a Linux Processor SDK. If so, you need download Processor SDK Linux http://www.ti.com/tool/PROCESSOR-SDK-AM335X and configure kernel properly to enable switch mode.
If you actually plan to work with Processor SDK RTOS which doesn't have the GUI as you referred to, you may review the TRM section 14.4.6 Initialization and Configuration of CPSW and in particular 14.3.2.7.2 Packet Forwarding Processes, we don't have an example of CPSW switch mode in PRSDK, but you may look into the driver function emac_cpsw_set_ale_port_cfg() which add entries in the Address Lookup Engine (ALE) in "Switch" mode.

I'm very sorry to keep asking questions.
1. Is it only available in the Linux SDK to use the switch mode of the AM3358 Starter Kit?
I used ti-processor-sdk-rtos-am335x-evm-windows-x86 and CCS8_win32 for AM3359ICE2.
I want to maintain the same development environment.
2. My development terms are as follows:
1) AM3358 Starter Kit
2) SDK RTOS Windows
3. Can I develop an Ethernet Switch in Environment 2 above?
