CC2541 programming and debugging

I have this: CC2541 I would like to know if I can configure it with a command line or over bluetooth or any way that doesn't involve me buying this: http://www.ti.com/lit/ug/swru197e/swru197e.pdf

    Hi Michael,

    Assuming that you have a completely empty of FW CC2541 device you must have

    some sort of debugging tool (like the CC debugger or sartRF05EB) in order to

    program the CC2541 for the first time.

    Though you can design your own tool, it would be much easier and faster to acquire

    the CC Debugger
