OPT3007: What is the Figure stand for? what is the unit?

Customer want to know what is the below Figure stand for? what is the unit?  the figure is from the datasheet. please kindly help on this.

    The y-axis is normalized so there are no units. OPT3007 outputs a lux measurement, but normalization means that all values are divided by the peak value. You can see that the peak value has a reading of 1 in the graph. Thus the graph shows the attenuation in reading as the angle is changed. You can also see the test conditions at the top of the datasheet page that this plot was taken from.
