PGA411-Q1: PGA411-Q1: pga411 Non working

I do it according to this circuit. The pga411 doesn't work. I don't know if there is a mistake in the circuit diagram.Rotary encoder v1.0.Sch

    Forced FAULTRES can not work at low ,I found that the Thermal on the back of the chip was not connected,I wonder if this is the reason.

    I have a few notes about your schematic:

    - All NC pins should be connected to ground.
    - AOUT should be connected to ground.
    - C3 should be 100nF (the value wasn't shown on the schematic)

    Not connecting the thermal pad could cause an issue.
    - What is the voltage on VDD? It should be around 1.8V. If this is below 1.6V, then the device is not even powering up correctly.
    - Check the VEXT rail as well. If this is not supplied correctly, the exciter output will be unable to operate, even with FAULTRES low.
