Issue:VPWR will from 48V drop to 40V when join up POE device,then up to 48V.(Power control IC is LM2481MM)
please help me,what is the reason. Whoever effects ? OCP?

It's better to support both 12v and 19v. and support Up to 2.5A Continuous Operating Current about Vout of TPS23861?

I think Dave was asking if your design required an isolated or non isolated power supply.
If looking for a non-isolated design, our latest reference design looking at the TI Design library is PMP21274.
If looking for an isolated design, unfortunately we don't have a TI design in our reference design library that meets these specs. I recommend however, checking with the flyback forums to see what controller they recommend based on these specs (the UCC2897A or LM51551 are common PWM controller used in flyback applications for PoE). Then to start your design, I recommend using TI's power stage designer below.
