Can TS3USB31E supports cell phone charging and data communication？

When you are asking about cell phone charging and data communication do you mean:

1) Will the TS3USB31E will detect that a phone is plugged into the notebook and then provide power to the cell phone? If yes, please look at the BQ24392 (accessory detection) + a battery management IC

2) Will the TS3USB31E isolate turn on and off the USB data bus and power bus? If yes, the TS3USB31E will only isolate the USB data bus and does not have enough channels to Isolate the power bus. You will need an additional IC for power.

3) Will the TS3USB31E recognize a cell phone was plugged in and correctly enumerate along the D+/D- path and regulate how much current will go to the IC? If yes, I'm not aware of a solution that will provide the enumeration process besides a processor.
