XDS200 - attempt to access the named emulator via USCIF ECOM has failed.

I'm having an issue with my Spectrum Digital XDS200 debugger. I haven't used in a few months, and now when I try to test the connection in target config I get the following message:

This error is generated by TI's USCIF driver or utilities.

The value is '-250' (0xffffff06).
The title is 'SC_ERR_ECOM_EMUNAME'.

The explanation is:
An attempt to access the named emulator via USCIF ECOM has failed.

The XDS200 shows up in Device Manager as two CDC serial ports, one Emulator and one User. I've tried to uninstall the drivers and so on without success.

Any suggestions on what I should try next?
