CC2640R2F: CC2640R2F interfaced to external processor

My device has a Xilinx Ultrascale+ and I would like to add Bluetooth in order to control this device from a phone.

What I am looking for is a simple UART interface to a Bluetooth chip.  I was hoping the CC2640R2F was my solution.  It is small (4 x 4 mm), I can power it from an external 1.8V regulator, and I do not need the 32.768 kHz crystal (plus, the matched BALUN from Johanson is a bonus).

However, it looks as though none of the GPIO on the CC2640R2F defalut to UART (or even SPI or I2C).

Is it true that I must externally program/configure the CC2640R2F in order enable a serial interface to an external processor?

Does TI make a small, Bluetooth 4.1 or higher chip that has a serial interface enabled by default?
