RTOS: Coordinator reset causes the devices to be unable to communicate with it

When I reset a coordinator device and commission a network after restarting it, the router devices that were connected to it will be unable to communicate with it. The AES keys are the same, but for some reason the devices cannot exchange AF messages anymore. I am using NV_INIT and NV_RESTORE so the network the coordinator commissions should be the old one, but since I am having a related issue with the created network always having the same PANID (here https://e2e.ti.com/support/wireless-connectivity/zigbee-and-thread/f/158/t/827258), I am not even sure I am on the same network or it just reads the same PANID. I am very confused.
