CC2650: partial short from VDDS to GND... any particular likely causes for this?

I am using the CC2650 in a custom board design that is based on the CC2650STK SensorTag.
2 of the first 9 boards we populated/tested ran down their batteries really fast, while the other 7 were fine.  Further investigation revealed the problem to be a partial short between ground and pin 44 (VDDS) on the CC2650 chip: 46 ohms and 312 ohms, respectively, on the two boards that failed.  (And the microcontroller still runs!  It just draws ridiculous amounts of current while it does.)
We removed the chips from those boards and confirmed that the partial short was definitely within the CC2650, not on the board.
I don't know if the short was there from the beginning (chips damaged by handling) or if it was created during operation of the board.
Does this ring any bells?  Are there any known likely causes for shorts from this particular pin to ground?
