Higher power higher frequency sub-1 vs lower power lower frequency range

Assume If have two units; Unit 1, a CC1120 operating at 800MHz band whose RF signals are amplified by the CC1190 and unit 2, a CC1120 operating at the 169-MHz band whose signals are not amplified.

Both units are working at the same data rate, and at highest allowable power of the chip. This I believe allows the unit one to transmit at a higher level of power than the non amplified the unit 2. Also assume suited antennae for both units.

I understand that lower RF bands have higher penetration thus longer range but, as there is no amplifier for the 169-MHz range yet, the unit 1 is able to transmit at a higher power.

In a typical environment, which unit would have longer range? What is the approach to determine this technically? perhaps using math.
