harmonics don't go down with carrier power on cc1101

I am preparing for ETSI 300 220-1 tests on a device with cc1101 transmitting on 433.92. In preliminary tests I see relatively large harmonics that are higher than allowed (about -32dBm at 868, -28dBm at 1302). I tried to program PATABLE for lower power. This drops the carrier power at 434 as expected (say to 0dBm), but the harmonics stay about the same. This was very surprising to me. I thought that I could bring the harmonics to spec by reducing power. Is there an explanation for this? The board uses teh JTI integrated balun+filter for the cc1101, not a discrete balun and filter.
