Can someone tell me what is responsible for this layer Profile?

The ZDO Profile is handled in ZDApp.c

This is layer in which the files are stored zcl.c, zcl.h, zcl_general.c, zcl_general.h, etc.

For example, you will do profile and cluster settings in zcl_samplelight_data.c in SampleLight example if you use home automation profile of Zigbee.

Sorry if we are not understanding your question. The topic of your post is "ZDO Profile" if you are asking where this profile is implemented:

ZDO (ZigBee Device Object) is the management plain of the ZigBee network. The logic for joining/forming the the network is in ZDApp.c, Formatting and parsing the management plain messages is done in ZDProfile.c

As Yikai mentioned the application profile could be Home Automation (or other application profiles supported by ZigBee), and the clusters settings are defined in zcl_samplelight_data.c (or similar) and the zcl_samplelight.c (or similar) registers ZCL Callbacks and send ZCL Commands.
