packet transmission between two boards

Hi

I working on cc2538 and smartRF06EB boards....

My project is to send the sensors data (accelerometer, temperature, PIR, heartbeat)  in a packet and should communicate between two smartRF06EB boards...

I would like to put one as a coordinator and other as router...and the sensors data should transmit between two boards.....

My query here is

1.should i use zstack or per test...for my application...

2.which functions are used for packet transmit or receive...
