anybody knows of a free IDE for the CC2540 ?
I have tried using SDCC compiler with SDCC plugin for eclipse 3.7 but was not able to create a a new project ( got java.lang.NullPointerException)

As far as I know, only IAR 8051 works with the CC2540, and it is not free.
I recall discussions months ago about TI considering support with Code Composer (although that may have been for the MSP430, classic Bluetooth module), which would be less cost prohibiting, but not sure what became of that.
Have you tried IAR KickStart, should be possible based on this link http://e2e.ti.com/support/low_power_rf/f/538/t/92801.aspx.

The free versions are either limited by time (30 da) or by file size...
I think I will keep trying merging SDCC for 8051 with eclipse .... i dont want to spend 2000$ i dont have ....

BLE stack comes with several precompiled libraries, that were compiled with IAR,
in other words, if you want to use BLE along with cc2540 you have no other choice
but to use IAR.
Edit: If BLE is not the case here, you should have no trouble to use any 8051 compatible
compiler for programming cc2540.
Moreover, I think someone adopted SDCC for working with cc2530, but I don't remember who
is this guy.
I think compiling by IAR is required. But does anyone know how to coding on better editor (like Eclipse,.etc...) ? Code editor of IAR is so disappointing.
IAR has an option of integrating external editor (Tools->options->(expand) editor), you can try this one.
TI needs to get its act together. IAR won't even respond to you if you say you are a hobby coder and you are interested in *buying* IAR workbench (2 business days so far, and counting).

One option you have without using IAR is to use the CC254x as a network processor with an external MCU:
