CC2541_BLE.lib does not trigger SBP_START_DEVICE_EVT

I am trying to implement a system based off the Master/Slave Switching. Using the CC2541_BLE_peri.lib everything works correct, but if I change that for the CC2541_BLE.lib, now the SBP_START_DEVICE_EVT never triggers so the GAP never gets initialized.

In what role are you in when you don't receive SBP_START_DEVICE_EVT ?

I am supposed to be in Peripheral, but setting that is a part of the SBP_START_DEVICE_EVT Event:

  if ( events & SBP_START_DEVICE_EVT )
  {
    // Start the Device
    VOID GAPRole_StartDevice( &Test_PeripheralCBs );

Which ends up being my problem

ok It looks like the issue was I missed:
Change buildConfig.cfg to -DHOST_CONFIG=PERIPHERAL_CFG+CENTRAL_CFG
from one of the cc254x versions
