Can does the CC3000 is capable to be configured via SPI without any code development on it?
We have a MCU which we want to connect it to CC3000 and configure CC3000 using SPI directly from our MCU.

What you have described as a desirable method of utilizing the CC3000 is exactly the method supported. There is no code development on the CC3000, but rather it supports a SPI interface by which you configure the CC3000 operation and communicate via a network socket protocol over the SPI interface.

The reason i am asking it because i failed to find how to configure the module using SPI (where are the commands).
All I saw were APIs.

The APIs are for software that is running on your host processor. You should reference the Host Driver Porting Guide and Host Programming Guide found on the link to the wiki portal I provided before to get details it appears you desire.
Brandon, I am also needing low level commands for the SPI bus for configuration and data Tx/Rx. The Wiki pages you reference are incomplete and lack advanced details on the command set and memory space of the CC3000. Is this information going to be added soon?
