CC3200 Custom Board JTAG only

I have some questions regarding a custom CC3200 board, if one were to make.

1.  Is Flash Memory really required, if one tries JTAG debugging with LP i.e., just debugging with CC3200, power circuitry, RF and Oscillator circuit?

2. Is there any setup procedure required for CC3200 before trying JTAG, powering up requirements?

3.  What are the least components required along with CC3200 for powering up in wide voltage mode for the use as ST/AP.

Lastly, is there any way to find out why the CCS debugger does not identify your CC3200.?

    In my custom board I'd replaced the 40MHz and 32KHz crystals found in LP to a normal 2 legged HC-49/S package crystal for each, would that be a problem?
    On comparing each pin voltages of my custom board to those of LP, I find a difference in voltages in :

    1. Inductor at ANA_DCDC_SW : mine 0.6V and LP :1.2V
    2. 40MHz : mine .05V and LP:0.5V

    Except for these pins, there are no other problems, btw, I have no FLASH conected, just trying the JTAG mode. I also find that in LP board the SOP2 pin during JTAG is held at ~3V, isn't it wrong, but LP still works fine.
