Trouble connecting JTAG to a custom board

Hi all -- I am having trouble connecting the XDS200 to a custom board for the cc2650. The connections are exactly the same as they are in on the SmartRF06 Board, which I have used succesfully with both the XDS100 on-board debugger and removing the XDS100 bypass header and using the ARM 20 pin header with an adapter for the XDS200. I'm not sure what to do at this point.

The error I keep getting is:

Error 242 A router subpath could not be accessed

The board configuration file is probably incorrect.

How do I edit the board configuration file for JTAG? Doesn't seem to make sense, since the port is the same on the custom board as it is on the SmartRF06 board.
