I know the pin driver but I need to do the individual steps (Clock enable, GPIO enble, Pin output,...)

Does that mean you can't use the pin driver? (if if so, why)

No, I Can use it but I need to understand the architecture

I use these APIs

PRCMPeripheralRunEnable(PRCM_PERIPH_GPIO);
PRCMLoadSet();
IOCPortConfigureSet(7,IOC_PORT_GPIO,IOC_IOMODE_NORMAL);
GPIO_setOutputEnableDio(7, GPIO_OUTPUT_ENABLE);

but the GPIO is still unclocked

If you want to take a deep dive I would recommend looking into the pin driver and see what this does. As an example PIN_Init set up a power dependency to ensure that the GPIOs are powered.
