CC2530: Timeout for Routers

If a ZR device joins a network created by a ZC, the ZR will stay in that network indefinitely until factory reset, this is because ZR devices do not have a concept of a "parent" device like ZED devices do. This is useful because if a ZC device ever drops off the network temporarily (power cycle, etc), ZR devices will still maintain network information and any ZED devices that were joined directly to the ZC will orphan and potentially rejoin back through a ZR, meaning that the ZED will not lose their network connectivity.

As YK said, in the Zigbee HA 1.2 specification, only ZC devices can create a network. In the Zigbee 3.0 specification, there is a new network topology available in which ZR devices can form the network instead of ZC devices, you can find more information about that here in Section 3.6 if you are interested:
