Pre-configured keys in the past implied pre-configured NWK keys and no TC Link Key (no APS encryption). Not having a TC Link Key/APS encryption is against the R21 security policy, therefore this capability was removed.
If you are designing your own proprietary network and do not wish for your devices to be interoperable with other Zigbee devices, you could still use a form of pre-configured keys. Instead of having a pre-configured NWK key, you could have a pre-configured TC Link Key on each of your devices by changing the value of DEFAULT_TC_LINK_KEY in nwk_globals.h on every device. This would be similar to using Install Codes, as I explained above.
