Figure 7.2 shows a bias regulator with VDD output but the low side gate driver is powered by VCC. Where does VCC come from?

Hi David,
Both VCC and VDD are same and it is generated from bias regulator which is connected to VIN input voltage. There is naming convention mistake in datasheet. I will ask internal team to correct this.
For 28V input voltage, the BST-SW node voltage would ~VCC i.e 5V.
