I am looking at the datasheet of TL7712A.
On page 3's timing diagram, is the "RESET" referred to pin 6 or pin 5?

It should be RESET bar (pin 5). When the supply or sense lines are low (out of spec), the RESET outputs go active, which is low for RESET bar and high for RESET.
If you would like a newer SVS, look at the TPS3808 family.

It seems that TPS3808 works in 5V environment, while TL77* could work in 12V. Am I correct?
BTW, what is /RESIN being used for in TL77*?

Yes, the TL77 family can run up to 18V, whereas the TPS3808 is a 5V part.
RESIN bar is a reset input. Pulling it low immediately asserts RESET bar and RESET. It is basically a master reset into the IC.
