TPS2492: Overvoltage lockout and latching

I would like to use this part for an over-voltage protection circuit that latches down to 0V once the over-voltage limit has been reached and remains latched until the circuit has been reset or power cycled.

After running some tests, I noticed that if I start the test high (in the over voltage range) and decrease it down to the operating range, the output does not stay low and unlatches up to the input voltage. In the data sheet there is latching down to zero volts described if there is a fault. I want to know if there is a fault for over-voltage that will keep the output low even if the input is decreased into operating range, or if I cannot keep it low using this part.

How can I keep the latch down? Is it related to the timer pin of the IC?
