TI IC packages are modeled and tested for thermal performance using PWB designs outlined in JEDEC standards JESD 51-3 and JESD 51-7.  Also, in the case of PowerPADtm, packages are modeled and tested using PWB boards recommended in the PowerPADtm Application Report, SLMA0002 (see pg. 33). Measured and modeled package thermal data is highly dependent upon design of the PWB used. Package thermal data is intended to allow for comparison of thermal performance of various IC packages and comparison of similar IC packages built by different IC suppliers when those packages are tested using industry standard PWB designs. However, thermal data generated on industry standard PWB designs is not likely to correlate to performance in a customers application, due to significant differences in PWB designs as well as the environment in the customer's application. 
Please note that the following package thermal data uses the largest available leadframe and die size for the given package, so it may not be accurate in applications with smaller leadrame pads and/or die sizes.  For details on the leadframe pad and die size used, click here.
