Copper spacing checks with non signal shape

This category of checks defines fabrication spacing constraint for any copper or hole object with a non signal shape. A filled copper shape that is not on any net is a non signal shape.For example, non signal shape to thru pin hole, non signal shape to thru via hole, and so on.
