CC2640R2F: Device is being discovered only when it is put in debug mode.

Maintaining a device in debug mode prevents it to go to low power mode, i.e. to switch to the LF clock.
Said differently, yes, a faulty LF (32k) crystal oscillator could explain the behavior reported.

In order to go further in the debugging, I would recommend trying to enable the "32 kHz crystal-less mode" https://software-dl.ti.com/simplelink/esd/simplelink_cc2640r2_sdk/5.30.00.03/exports/docs/blestack/ble_user_guide/html/ble-stack-3.x/custom-hardware.html#using-32-khz-crystal-less-mode
If you then manage to see the advertisements it probably means the LF crystal oscillator is the issue.

Sorry i forgot to mention about which crystal i was referring to, I was referring to external 24MHz HF crystal. And i have tried replacing that with the new one but still it didnt work. And regarding "32 kHz crystal-less mode", I am not using external 32KHz crystal in my design .so i have already implemented  the "32 kHz crystal-less mode" in my code.
