Yes. The digital pins act independently of the analog supply. As long as the digital pins voltage is within the required range − 0.3V to +5.25V , regardless of the supply.

In order to access to ADC, CS and SCLK is required to read data over SDATA line. Can we use this ADC with CS pin tied to GND always and use only SCLK and read data outputting from SDATA pin?
