When you write 0x0F0E to the CLOCK register which has 03h address, I assumed you were sending the following command + data to the ADS131M02 ADC:
011 0 0001 1 000 0000 -> 0000 1111 0000 1110 -> to ADC
You should expect a response from ADS131M02…
