The ATL432 has a larger Ika range than NCP431. The ATL432 has the best Ika range in the market.
The ATL432 goes from 35uA to 100mA.
The NCP431 goes from 60uA to 100mA.
The TL432 goes from 600uA to 100mA.

This oscillation is occurring because seemingly the phase margin is low. You should be able to correct this by adding a capacitor between the cathode and reference.

It seems your design is causing issues with one ATL432 but not another. I believe this could be a compensation issue. Can you try increasing the values of C30 and see if that changes anything?
