    But unfortunately, both bq2019 or bq2023 cannot operate with lead acid bateries ( seen at datasheet) . Any idea where to find coulomb counter ?

    Yes, you can use a bq27xxx gauge (HDQ or I2C communication available) to count coulombs only or a true battery monitor like the bq2023 (SDQ communciation), bq26200 or bq26220 (HDQ communication).
