Yes, you can use a bq27xxx gauge (HDQ or I2C communication available) to count coulombs only or a true battery monitor like the bq2023 (SDQ communciation), bq26200 or bq26220 (HDQ communication).
In the EVSW, the settings for the comm port are 9600 Baud, no parity, 8 bits, 1 stop bit. I've attached the communication document for the EV2200. You will find the HDQ commands in there.
