I am not going to use the bq24025 USB input. I am only using the AC input. Should I leave USB floating, ground it directly, or tie it to ground through a ?? resistor.

The bq51013 cannot be connected directly to the battery, it is a 5V power supply not battery charger.
TI has a number of battery chargers that can be connected between the bq51013 and battery. One of many to look at is the bq24025.
