We do have a buck-boost charger, but it is overkill for 1 cell at 100mA.
A possible alternative is to use a two IC solution. We have a buck-boost power supply family TPS630XX that could power the battery charger BQ25170.

The BQ25170 has a 10 hour safety timer. If charge does not complete the unit will turn off. If unit is in thermal regulation with reduce output current the timer is doubled, max 20 hour. Charge needs to complete in 20 hours or less.
