I recommend the BQ51020 or BQ51021 over BQ51222.
The BQ51222 is a dual mode device, PMA and WPC (Qi). The PMA transmitters are less common now and no need for dual mode.

TI wireless power devices are limited to receiver side.
1.) BQ51013B and BQ51003 -- 5V output devices the 13B is up to 1A output and 003 is 500mA output.
2.) BQ5105XB -- Direct wireless power to battery charger, up to 1A output current.

The BQ51020 (WPC) or BQ51021(WPC) are better alternatives to the BQ51221(WPC+PMA). They have similar pin out and will fit the TIDA-00243 form factor. The 020 and 021 will support WPC only. Units have been certified to WPC 1.2 standard.

We have not had problems with the address it is the same on bq51021 and ba51025 and bq510221 also.
Also the BQ5102X EVM GUI may be help in debugging the problem.
