Yes you can do testing with the EVM without the EV2400. The EV2400 is used with our BQStudio GUI to easily configure the charger, but it is not required for testing.

Sorry to hear your struggling. It looks a communication issue between these two parts. For debugging purpose, I would suggest you using BQStudio GUI and try to configure the registers properly.
