No, as the CC2531USB-RD does not have an on-board debugger. You should plug it into a power supply, connect the CC-DEBUGGER to the debug pins on the CC2531 board, plug in/reset the CC-DEBUGGER, then program the CC2531 device using FLASH-PROGRAMMER.
