Those descriptors are tricky, although we have the "air" mouse functionality in the CC2541 Remote reference design: www.ti.com/.../CC2541DK-RC
Maybe you can find some hints in that design / software.
While we continue to look into this - could you provide details regarding which BLE SDK you're using?
