If you look at figure 4 and 5, there is a pictures of the jumper placements required for the different stack ups. I would suggest following what the jumper placement here.

I suggest, taking a TI Bluetopia stack SDK for CC2564B and try some of the BLE examples. Also, check how the BLE is enabled in the builds..
