It looks like the CD4536B may be used for this. You may also want to consider the TPL5100. It can provide a timing signal between 16 seconds and 1024 seconds (17 minutes). Other timer products can be found here: http://www.ti.com/lsds/ti/clock…
The data sheet for the TI CD4536B includes a support component labeled "Rs". However, the data sheet does not say what Rs does, how it enters into the frequency calculation for the oscillator, nor how to optimize the value for Rs.
