Please attach measurements of the clock waveform at the source and clock receive waveform at the DS16EV5110. If possible take the same measurements of the data signals too.

Per HDMI requirements, DS16EV5110 outputs must be DC coupled - 49.9-ohm to 3.3V. Output of the DS16EV5110 is open-drain and needs 3.3V pull-up resistor.
You can consider adding external 49.9-ohm pull-up to 3.3V Resistors to the DS16EV5110A…
