The section of teh datasheet you are referring to only references the input of DS90LV028A receiver device. DS90LV028A input is differential not single ended, LVDS differential receivers typically have built in fail safe for the open condition…

You may find this document useful on learning LVDS however both devices will need external 100 ohm termination. SN65LVELT23 does have two channels. I recommend using DS90LV012A (single) or DS90LV028A (dual).
