Normally the inductor will be calculated so that the ripple current is about 40% of the output load current (full load capability of the device).
If they want to minimize the inductor size, I would suggest using a bit higher switching…

In general I think it is normal to have more output ripple at light load as the part will reduce the switching frequency to save power.
0.4V does seem high though.
