My problem seems like this one. But not sure.
I have tested the wave of HB to VSS、HS to VSS,always the same, be 5 V out (not give the MOSFET voltage). When PWM is given, HO to VSS is also 5V. But LO is right.

It is acceptable to not connect these pins. Often when there is a device with NC pins, it is due to the package that it needs to be in having more pins than needed for operation.
For your layout, it would be best to have a pad to solder the pins…
